ChatGPT Plugins was OpenAI's first attempt at a third-party developer marketplace inside ChatGPT, launched in March 2023. Developers could ship plugins that extended ChatGPT with custom tools (Wolfram Alpha, Expedia, OpenTable, etc.). In November 2023 OpenAI announced the successor — Custom GPTs + the GPT Store — and the original plugins marketplace was officially deprecated on March 19, 2024 with shutdown completed April 9, 2024. Plugin developers had ~5 months notice to migrate.

Why this is the closest fit
Direct successor and OpenAI's explicit migration path. Same tool-use capability, expanded scope (custom system prompts + knowledge files + actions). GPT Store provides discoverability that the plugin marketplace lacked.
What differs from the original
Custom GPTs are richer (system prompt + files + actions vs plugin's action-only API). Better discoverability via GPT Store. But: GPT revenue share was announced post-launch and adoption has been slower than the original plugin ecosystem hoped for.
What this tool meant
ChatGPT Plugins was OpenAI's thesis that LLMs would be the new "operating system" and third-party tools would be apps. The marketplace launched with high developer interest but never gained the consumer traction OpenAI hoped for — most ChatGPT users never enabled plugins. The Custom GPT pivot in late 2023 was an acknowledgment that user-facing customization (vs developer-facing tools) was the better product surface. The deprecation was orderly and well-communicated.
